Policy DM75 - Development contributions, Community Infrastructure Levy and viability
* Bleadon Parish Council would like to see more transparency regarding the allocation of Development Contributions and CIL with such contributions being allocated, where the law permits, for the direct benefit of the local community in which the development takes place. Such contributions should then be wholly or partially allocated within the Parish under the control of the Parish Council.

Policy DM73: Local Green Space
The Proposals Map and Schedule 5 identify land at Farleigh Fields, Backwell as a proposed Local Green Space (LGS). The land was not previously identified or protected in the Replacement Local Plan as amenity space, but has been identified by the Parish Council as part of the emerging Neighbourhood Plan process. We would, however, support the designation of part of the site as a LGS, broadly in line with the area identified in the Sites and Policies Plan Consultati

Wessex Water will seek to identify those sites which require contributions to strategic infrastructure or where higher levels of service for sewer flooding are needed for new or existing properties than current water industry regulations.

However, whatever the measures for securing developer contributions to help offset the impacts of development, we feel strongly that the benefit should first accrue to the community which is most affected by the relevant development. Where a development site is formed by more than one ownership the council will seek to ensure that effective collaborative procedures are in place in the planning and delivery of development. A lack of effective collaboration, particularly on larger more complex schemes may be a reason for refusal.

We note that Policy DM75 Development contributions, Community Infrastructure Levy and Viability
sets out the policy basis in relation to developer contributions. Many of Network Rail's stations and
routes are already operating close to capacity. A significant increase in patronage may create the
need for upgrades to the existing infrastructure; including (but not limited to) improved signalling,
passing loops, car parking, improved access arrangements, station facilities or platform extensio
