Policy DM70 Air Safety
Persimmon Homes note to Policy DM70 Air Safety.
Persimmon Homes have addressed the parameters associated with the flight activity of the Helicopter Museum. These have been integrated, where necessary, in the design of the development proposals at Winterstoke Village.

DM70 - Air Safety
We have noted the references to the 1-in-10,000 and 1-in-100,000 safety zones referred to in the Plan but found that these weren't shown either the North Somerset or parish proposals maps provided with the consultation documents. Both these zones should be shown clearly on all land use planning maps. We have noted the suggestion that this policy is equivalent to RLP policy T/13, although we are unable to comment further on the policy detail without these maps.

Policy DM70: Air Safety
Origin3 objects to the final paragraph of Policy DM70. The safeguarded corridor to which it refers and as defined on the Proposals Map is inconsistent with the more general nature of the low fly rules and goes beyond the requirements of the FATO. The safeguarded corridor as defined will have a unnecessarily inhibiting effect on the potential for development, particularly commercial development (new strategic employment) in the vicinity.

We support and welcome this policy but please note that Department for Transport Circular 1/2002 has been superseded by Circular 01/2010. Also ODPM Circular 01/03 is now referred to as DfT/ODPM Circular 1/2003.

While the CAA has a duty to provide aviation safety advice when requested, it is not a statutory consultee for planning applications (unless its own property is affected). In order to reduce the time devoted to unnecessary consultations, the following guidance aims to clarify requirements.
Other than the consultation required by Section 110 of the Localism Act 2011, it is not necessary to consult the CAA about:
· Strategic Planning Documents (e.g. Local Development Framework and Core St
