Policy DM20 and DM21: Major Highway Schemes and Motorway Junctions Origin3 supports proposed Policy DM21 as the improvements to M5 Junction 21 are vital to the successful implementation of Weston Villages and therefore the strategy as a whole. Likewise, support is given to the consistent identification of the Junction 21 Relief Road through the Core Strategy and now Policy DM20.

The policy on Major Highway Schemes provides for the prevention of development that would prejudice the implementation of the listed schemes. This policy, or preferably an additional policy in the context of the Core Strategy when it is finalised, should make it clear that the maximum advantage should be taken of the enhancements to the transport network that these schemes constitute when development locations are chosen and in the way development is designed. DM20 - Major highway schemes The Council has noted the highway schemes listed but would like to make the point that these are not all shown clearly on the proposals maps supplied. However, the schemes as listed and drawn are supported provided that no more extensive schemes are implied. We would expect that no further schemes are considered or progressed at any level without prior consultation.

DM20 - Major Highway Schemes Although we appreciate that this policy only safeguards areas on the Proposals Map and protects major highways schemes from inappropriate development, CPRE does not support new roads. Research for CPRE entitled 'Beyond local infrastructure' included with this response, showed that new roads - including bypasses - fail to tackle congestion, actively increasing traffic levels and pressure for related development, while harming landscape character and tranquillity. Also to recognise and support the major highway schemes DM20 (vi) South Bristol Link and the relief that this should bring to the B3130 and centre of the village, whilst recognising the need to manage this and keep within the natural capacity limits of A38 ensuring safety of the junctions, whilst providing reasonable access to the Airport, and safety for pedestrians and cyclists. We also support DM (vii) Barrow Gurney Bypass to be retained should the need arise.

Policy DM20 Major Highways Schemes - We note that the North South Link (A371 to A370) is not identified within the list of major highway schemes. We note that an alignment does appear to be shown on the proposals map but is obscured by other layers.

Access by road to work inBristolis inhibited by traffic blockages at Junctions 19, 20 and 21 of the M5. The earmarking of land for an alternative to Junction 21 at WSM is a first step as bypassing the junction is desperately needed now. Let us hope that it is constructed soon. Long Ashton Parish Council are stongly against the South Bristol Link Road - it is a road to no-where and will exacerbate congestion on local roads. It will be built on the Green Belt within NS. The road passes through areas rich in wildlife and Nature Conservation and Bio Diversity issues need to be considered. The Council is pleased to see that the Barrow Gurney By-pass is included within the plan and support the other schemes.
