Policy DM7: Archaeology
The policy states that where there is 'good reason to believe' that development proposals could affect archaeological remains, the Local Planning Authority (LPA) will seek a 'field evaluation' to establish the extent and importance of the remains 'before the planning application is determined'.

DM:3-8 Heritage
Support. However, Policies DM 4,5 & 6 seem a little thin. Is it the intention to provide more detailed guidance in the form of a SPD on these subjects (as for DM:2 above)? Now that PPSs have been superseded there is no source of detailed planning guidance for applicants or developers wishing to submit proposals that relate to LBs, conservation areas or other historic assets. If not, applicants should at least be referred to English Heritage for such guidance.

DM7-Archaeology
Parts of NSC's area archaeological remains may be preserved by waterlogged ground. Where a flood risk solution could lead to such sites drying out causing the remains to be destroyed there will be a requirement to assess the impact on buried archaeology.

Policy DM7 states that the council will seek a field evaluation and assessment to establish the extent and importance of the remains before the planning application is determined.
The policy should state that where a desktop assessment has established that significant archaeological resources are present a field evaluation will be required. Field evaluations are costly exercises and impact the viability of schemes and should not be required as a matter of course.
