Policy DM1 Flooding and Drainage
Persimmon Homes object to Policy DM1 Flooding and Drainage.
The majority of the draft policy is supported. However, the final element of the policy refers to the strategic flood solution at the former Weston Airfield and to the south of the Cross Rhyne and for flood management infrastructure along the River Banwell as shown on the Proposals Map.
Unfortunately, the Proposals Map does not accurately show the latest extent of the strategic flood solution at Westo

It is important to ensure that proposals for the development of sites which have been allocated in Local Plans, or other sites promoted speculatively as windfall development, are then designed and planned to take account of available capacity within existing water and sewerage infrastructure.
This should include co-operation between planners, developers and statutory water and sewerage undertakers to identify any shortfalls in that capacity, and the provision through detailed assessments of w

DM1 - Flooding
The National Technical Guidance covers many aspects of the effect of climate change but neither it nor the Core Strategy appear to indicate how many years ahead to forecast the effect of climate change. For the avoidance of doubt, policy DM1 should state how far ahead the effect of climate change should be forecast in planning applications. To prevent the useful life of houses and business premises being limited by flood risk we suggest that the forecast should be made at least 1

DM:1 Flooding and drainage
Support in principle but object to current wording.
(i) KSPC suggests an addition to Policy Intentions bullet 4 "... Agency's and North Somerset Levels Internal Drainage Board's approach.
(ii) KSPC suggests the following modifications to para 4 of the Policy:
· that the following is added at the beginning of para 4 of Policy: " As Lead Local Flood Authority, the council..."
· that the policy makes specific reference to the formal adoption of Communit

FLOOD RISK
The flood base mapping that North Somerset Council (NSC) are using to inform planning decisions needs updating. The Environment Agency has more recent coastal modelling showing the current tidal floodplain for undefended and defended scenarios along NSC coastline, but we don't have climate change outlines. NSC would need to refer back to their Strategic Flood Risk Assessment's (SFRA) for this information. However, it is not believed that this will have a massive impact on the propose

Flooding
The proposals are adequate or in some cases to extreme especially regarding the sequential test relating to flood zones and the anticipated risk, for example a major renovation or the demolition of a property in a town surrounded by houses set in a flood zone would probably fail the sequential test but 200 houses set on a flood zone with mitigation measure would pass and as we have seen in the last year most of our mitigation regarding flooding has failed in one way or another.

North Somerset Council's Strategic Flood Risk Assessment : level 2 report section 2.2 "Surface Water Drainage" (page 14, end of 3rd para) states that "NSC should seek to develop a flood risk management policy for infill development within areas prone to surface water flooding." This not reflected anywhere in the Sites and Policies document.
