In these circumstances we submit that if the DPD is drafted on a minimum yield threshold of 10 units per site, then no amendments should be made to Appendix B, Schedules 1 (pp 1) & Schedule 2 (pp 7).

B.5 Community Facilities:
BRA advocates the safeguarding of land adjacent to, or in close proximity to, schools for recreational use. In particular the safeguard should be maintained on the land off Church Town to the south of Church Lane for the Junior School (Schedule 4, pp 13). There appears to be an omission from this Schedule since a similar need is believed to exist at West Leigh. These are previously identified needs relating to land use.

B.6 Mineral Planning:
We understand that there likely to be a proposal for a southern extension of Stancombe Quarry in the plan period. We believe that this is effectively a carry over from the adopted Mineral Working in Avon Local Plan that identified land at 'The Spinney' as part of an existing Preferred Mineral Extraction area

B.2.2 Residential Development, Specific:
BRA supports sites A, B, C being proposed in dBNP (7.66) as appropriate residential development in the plan period.
It is essential that the yield of affordable/social housing be no less that that 'pencilled in' in the dBNP. We wish to see CS16 implemented in respect of village sites and in particular that, 'a benchmark of 30% will be sought as a staring point, Further, we would advocate that, 'Only in exceptional circumstances where it can be robustly

B.7 Allotments:
We do not support the general provision of additional allotments at this time in the absence of local need. The continuing evidence, of the satisfactory balance between applicants and vacant plots, contradicts the somewhat irresponsible responses to the Community Plan. However, given development in the north of the village, with population growth, it may be appropriate to seek a small site in this locality as part of any development proposal, in the last plan periods.

B.3.1 Employment, Site E24:
Site E24 has been unsuccessfully designated for many years for employment use. Appropriate access to the site is restricted and it is badly served by highways. The site is also in close proximity to residential dwellings. The site has proved unattractive to most potential developers and employers. The lack of interest is despite considerable marketing. Developers are familiar with the opportunity and declined to make proposals.

B.8 Cycle Routes:
BRA supports the proposal for a cycle route serving Nailsea/Backwell/Flax Bourton, Long Ashton parallel to the railway and Long Aston, avoiding the A370, as provided in Schedule 6, pp 18. We note that Nailsea is not named in this route and we see this as an essential part. Further, BRA advocates the extension of this route towards Chelvey, to serve the hamlet and the West End of Nailsea.

B.1.1 Green Belt:
In the period to 2026 there should neither be, nor is there any need, for any development in the Green Belt surrounding parts of the village of Backwell. No very special circumstances are foreseeable and local support is unlikely to be forthcoming. The GB should continue to be fully protected. (CS6 &dBNP 7.12.)

B.3.3 Employment, Education:
Educational establishments provide the major source of employment in Backwell. It is reported that there is a shortfall in pupil places in at least 2 schools with pupils unsustainably attending out-of-village schools. The 2011 Census shows a growth in the youngest age groups. This Association will support the extension of village schools, to meet local needs, improve facilities and provide additional employment opportunities.
