5.45 We agree that the redevelopment and regeneration of urban sites and greenfield sites on the edge of Weston-super-Mare, within areas benefiting from flood defences is a wider sustainability benefit that outweighs flood risk. A policy detailing this would benefit decision makers in the Council. However, we question whether such a policy would comply with national guidance and suggest legal advice is taken on this matter.

5.46 We have already set out our concerns in respect to the east Clevedon proposals which are also relevant to this question.
