Recent planning decisions show that economic development in the countryside is a challenge; currently, change of use from business to residential is being granted where business opportunities are not being taken up (eg Mill lane, Congresbury). Realistically, using previously developed land for residential needs  to take into account that residents will travel to work, and therefore should only be allowed where transport infrastructure exists.
