NSC should commission a master plan containing place making ideas and set a Rochdale Envelope. That would guide developers/planners in terms of what is achievable and attract investment to implement/deliver it.

Free car parking on streets, properly controlled by limiting time stays (eg 1 hour) to encourage shoppers into the town. Metering on-street parking has contributed to the greatest downturn in footfall to shops within the town centre and is universally hated.

Get on with building affordable homes on the wasteland created by the demolition of Dolphin Square market. The failing Soverign Centre would make nice flats too.
