We would advocate an approach that seeks to release accessible, well-connected non-strategic sites from the Green Belt. As such there is support for review to the Green Belt where sites present an opportunity for additional sustainable growth and where they are currently making a limited contribution to the purposes of the Green Belt, as defined by the National Planning Policy Framework (Paragraph 134, July 2018).

Extent to which sites contribute to Green Belt purposes must be fully understood before a blanket restriction is imposed. Follow JSP approach and release Green Belt - otherwise unsustainable development pattern. SHLAA is flawed as findings not based on Green Belt contribution. Identification of sustainable development opportunities should be distinct from Green Belt considerations. Land at Portbury identified.

Green Belt policy needs to be reviewed. All other JSP Unitary Authorities have proposals for the green belt - why not North Somerset?

SHLAA process disregards all Green Belt sites. Methodology is unsound and will unnecessarily remove valuable sites in sustainable locations and fails to make use of JSP Green Belt review evidence. Opportunity for detailed Green Belt adjustment - likely to produce more sustainable solutions than garden villages. Use detailed constraints work prepared by developers. Detailed reports have been produced for Black Rock, Portishead site.

Need to review Green Belt - identify all available land and not arbitrarily discount because it is Green Belt, use JSP evidence as well as evidence submitted by landowners, consider allocations in appropriate locations adjacent to settlement boundaries outside flood areas. Opportunities may arise within or adjacent to settlement boundaries. Welcome relaxation of GPDO rules for former agricultural buildings - enable buildings over 10 years to be replaced by employment or residential for locals.

Green Belt plays crucial role in preventing sprawl of Bristol. Without it ribbon development could sprawl along A369. Neighbourhood Plan work has assessed possibility of identifying small sites in Green Belt for housing for local people. Changes are need to recognise existing built development (Ham Green) and to introduce settlement boundary for Abbots Leigh. Would not wish to lose Green Belt beyond this - important to maintain distinctiveness and identity of communities.

Recognise the role of Green Belt is not specifically related to the natural environment, given its extent and proximity to settlements we believe there is potential for it to provide a greater resource for people and wildlife.

Paragraph 136 of NPPF2 makes clear that Green Belt boundaries should be altered through the preparation or updating of development plans. NSC in JSP and LP has failed to conduct a review of its Green Belt boundaries, other than for the airport. NSC needs to conduct an evidence based review of the merits of allocating land for housing development within the Green Belt, particularly for sites closer to economic hub of Bristol. Failure to conduct a review renders the plans unsound.
