Further development at Portishead is sensible as opposed to garden villages. Scope for release of land from Green Belt at Black Rock. Need for localised Green Belt review. No land should be identified in flood risk areas. Transport and infrastructure is underway to benefit Portishead - J19 roundabout, rail, cycleway/greenway. Live-work units can reduce commuting. Important to retain Green Belt separation between Portishead and Royal Portbury Dock.

The viability of the proposed garden villages (Banwell and Churchill) has yet to be demonstrated, or examined under the JSP examination. These locations are not sustainable, will require huge infrastructure investment the implementation of which will create significant environmental effects. This cannot be the most sustainable solution. The Green Belt restrictions are out of date and creating perverse outcomes.

Yes NSC need a master plan/place making plan commissioned by NSC to guide the solution.

The existing policy of no affordable provision below 11 units assists small builder/developers and we support that initiative. If a new policy is introduced for Live-Work units and these are provided for young local people, at affordable rent/purchase price these should count as part of the affordable provision. The 35% minimum target contained in the JSP is a reasonable and is supported.

EA is unable to object to brownfield redevelopment in urban areas provide flood risk is no worse - this is nonsense. Must not build in flood risk locations - need a precautionary approach. At Portishead development of old industrial land relies on flood defences - this is irresponsible land use.

Some development at larger settlements is sensible rather than garden villages. Need Green Belt review. Historic constraint has been inadequate transport links - promote live-work units, accessible local employment, rail and highway infrastructure and improved pedestrian and cycle links to Backwell Station and to service centres. Affordable housing is desperately needed - must be reflected in viability testing. Infrastructure improvements must be implemented ahead of new housing.

Each case should be considered on its merits and evidence supplied by land promoters. Propose site at Black Rock, Portishead - part of the site is a former nursery business. Any site closer to the larger settlement boundaries needs to be carefully reviewed whether or not it is Green Belt.
