Why is a Neighbourhood Plan (NP) even being considered?!  Firstly, there is a strong possibility of the Parish Council part of the Council Tax having to be significantly increased (to the tune of £30,000+), to cover the costs of a NP if grants aren’t/can’t be made available.

Secondly, the Core Strategy is still in limbo, if a NP is done and the Core Strategy is finally adopted, following changes, would that not make the plan null & void or certainly additional changes having to be made at an additional cost?

And finally, there seems to be some misunderstanding about what can be achieved with a NP (possibly deliberate by some residents) – You CAN NOT stop development.  All new housing and development will be contentious but you can’t start with the objective of restricting growth and a NP must conform with national/strategic context no matter what local objectives are.  Admittedly, this could be a chance to mould the Parish along side potential developers but what is there really left to develop?  The main issue was Woodborough Farm and that’s already well on its way through the planning process and now the land behind/next too Sandford School but again, the planning process has already been started and could potentially be done and dusted before a NP even has a chance to get going!
