Reps for policy DM40 Retirement Living

 

We act on behalf of the P Thorne Executive Pension Trust and the P Thorne Executive Pension Trust and David Thorne, Andrew Thorne, Trevor Thorne and Sheila Thorne. 

 

The purpose of this consultation response is to seek an amendment to the wording contained within this policy.

 

This policy states that the Local Planning Authority will only support this type of development within settlement boundaries.  This is a restrictive approach to this form of development that does not accord with the flexibility shown in policy DM41 that enables the provision of nursing and care homes outside settlement boundaries where certain criteria are met. 

 

The wording of this policy effectively seeks to locate this within the four principal settlements and on the larger allocated development sites.  This precludes this type of development within and adjacent to service villages.  This policy should enable this type of development to be provided across the Authority area.  Where sites within settlement boundaries are too small in size to accommodate development of this nature, which by virtue of the scale and range of facilities that this type of development usually provides, requires larger sites, sustainable sites outside development boundaries should be applicable.

 

This policy should be amended to allow for development of this nature on sustainable sites that are also outside defined settlement boundaries that provide sustainable and easy access to a range of local facilities and amenities.

The purpose of this consultation response is to seek an amendment to the wording contained within this policy.

 

Criteria 1 of this policy only allows for like for like replacement development of this type within the Authority area or the production of evidence based need for this type of development within a specific locality. 

 

This is a completely unreasonable approach to take. Not only does it preclude development of additional, valuable facilities for people in need of this accommodation but assumes that there will be a similar level of demand for this type of accommodation within the Authority area over the plan period.  This does not allow for any flexibility or a response to changing patterns of demand nor does it respond to the problems an Authority has to deal with in terms of providing accommodation for an ageing population and for those that are in need of specialist care.

 

Furthermore this does not allow for the development of this type of accommodation to provide for a limited surplus of accommodation, so that there is always availability for this type of accommodation.
