Sites and Policies Plan Consultation Draft Delivering a Prosperous Economy DM49-50

DM49 & DM50 - Proposals for jobs and growth The Council has noted the policy intentions here but, while positively supporting the aim to provide new jobs and to promote economic growth, we have concerns about the site allocation at Havyatt Business Park, Wrington, ref Schedule 2. We want to highlight the following wording in policy DM49 in relation to the objection made under policy DM50 below: 'Within the Service and Infill Villages proposals would, in addition to the above, need to be of a

DM54 - Bristol Airport The North Somerset and parish proposals maps provided with the consultation documents show only the Green Belt inset at Bristol Airport, which is an area of land already designated as having been removed from the Green Belt. Hence, this has previously been agreed and is not now a 'proposal'. Bearing this in mind, as the airport has particular permitted development rights within its boundary, irrespective of its Green Belt location, we recommend that the full extent of the

DM64 - Town, District & Local Centres The Council supports this policy and the related policies DM65, DM66, DM68 and DM69. We have noted the designation of a Local Centre in Wrington village, ref Schedule 7. 9. DM67 - Retailing within defined town, district and local centres but outside primary shopping frontages Our feeling is that this policy should be stronger and more orientated to ensuring that the loss of retail premises will only be permitted where it can be demonstrated that closure i

Policy DM13 - Development within the Green Belt While it is appreciated that this policy relates specifically to development, the Council would like to make the point that we are very disappointed that no extension to the Green Belt has been made to offset the inset provided within the parish at Bristol Airport. As we have stated in the past, we feel strongly that the Green Belt boundary in this parish should be redrawn to the south along the line of the river Yeo.

DM70 - Air Safety We have noted the references to the 1-in-10,000 and 1-in-100,000 safety zones referred to in the Plan but found that these weren't shown either the North Somerset or parish proposals maps provided with the consultation documents. Both these zones should be shown clearly on all land use planning maps. We have noted the suggestion that this policy is equivalent to RLP policy T/13, although we are unable to comment further on the policy detail without these maps.

DM20 - Major highway schemes The Council has noted the highway schemes listed but would like to make the point that these are not all shown clearly on the proposals maps supplied. However, the schemes as listed and drawn are supported provided that no more extensive schemes are implied. We would expect that no further schemes are considered or progressed at any level without prior consultation.

DM72 - Location of sporting, cultural & community facilities The Council has noted that the designation of land to the south of Rickyard Road, Wrington, has been carried forward as proposed strategic open space, ref Schedule 4. This site lies outside the settlement boundary and within the Green Belt.

DM25 - Public rights of way, pedestrian & cycle routes The Council supports policy DM25 and the promotion of sustainable and healthy personal transport in the form of walking and cycling and related defined routes. We also support the principle of strategic cycle routes including that shown in the parish under Schedule 6. However, it needs to be appreciated that the old railway line between Congresbury and Blagdon, particularly where it runs through this parish, is no longer a disused railway

DM73 - Local Green Space We are pleased to see the designation of the Old Quarry, Wrington Hill, and the Church Walk Play Area and associated amenity area/field as Local Green Space in relation to policy DM73 and Schedule 5. However, in our response to the emerging Sites & Policies DPD we requested that land in Redhill at the junction of Church Road with the A38 is similarly designated (see plan previously supplied). It is disappointing that this wasn't taken forward, irrespective of its locat
