Policy DM20 Major Highways Schemes - We note that the North South Link (A371 to A370) is not identified within the list of major highway schemes. We note that an alignment does appear to be shown on the proposals map but is obscured by other layers.

Policy DM28 Parking Standards - We have provided comments in response to the Parking Standards SPD which is also currently issued for consultation. The Phase 2 scheme at Locking Parklands has considered the standards that followed the July 2010 Halcrow report. The standards result in a lower density of development which will have implications for delivering the density of development proposed within the strategic sites.

Policy DM50 Allocated and Safeguarded B1, B2 and B8 Use Class Sites - We note that Locking Parklands is identified with Schedule 2 as including safeguarded employment land (41.65ha within Weston Villages). We have assumed that the exact position and form of these areas within the Weston Villages will still be subject to the detailed masterplanning exercises (we note and welcome that this is recognised within the comments column within Schedule 2).

Policy DM33 Settlement Boundaries - We have continued concerns with the alignment of the settlement boundary (or 'Development Area' as defined in the Weston Villages SPD) on the southern edge of the Locking Parklands site (fronting the A371). The boundary does not reflect the scope for sensitive infill development within the parkland setting south of Farnborough Road which includes previously developed land including the former officer's mess building and tennis courts.

Policy DM34 Housing Allocations - The recent High Court ruling regarding the evidence base and residual housing numbers will potentially result in changes to this policy. Therefore we reserve the opportunity to make further comments at the appropriate juncture. We would add that previously developed sites such as Locking Parklands will provide a potential opportunity to accommodate additional housing capacity through the extension of the settlement boundary.
