We agree that it would be useful to have more guidance in the new Local Plan on how the Council will approach the matter of flood risk and residential development, and consider this in light of the benefits of delivering the urban living agenda. This would significantly assist the Council in prioritising development locations and fast tracking development proposals with limited impacts on flood risk.

Incorporate a wider definition of affordable tenures and a new assessment of local housing needs. Include an allowance for at least 10% of dwellings on major developments as affordable home ownership. Set target for affordable housing. Be ambitious in setting a percentage requirement and threshold(s) for affordable housing. Should introduce a policy aimed at first-time buyers and renters, and seek to allocate land specifically. Policy should encourage and enable affordable housing.

A dedicated developer’s guide and specification should be produced in support of the policy, Such a policy should also ensure that while schemes are future proofed for eventual uptake of electric vehicles, this should not prejudice the delivery of affordable housing which remains one of the most critical priorities for the Council.
