We write to comment on the Core Strategy and in particular those sections relating to housing development.

Firstly, we applaud the Council's efforts over several years to propose a sensible limit on new dwellings in North Somerset, linked to likely provision of employment. By contrast, the eventual figure arrived at by the Inspector, seemingly over-influenced by developers and ratified by central government, is far too high. Achieving this figure would/will have a seriously detrimental effect on many communities, and much of the county's infrastructure is inadequate for such numbers.

Having lived in Backwell for over forty years we are particularly concerned that service villages including Backwell might be considered suitable locations to absorb the current shortfall.

Backwell has a Neighbourhood Plan (NP) which makes quite clear that this community is against any major development in the village. The NP identifies traffic congestion as a significant problem now; this would only become more serious if there were to be major development in Backwell, or at any other site which generates traffic that would use the roads through Backwell. Some of our village roads and pavements, notably Station Road, are already hazardous for pedestrians and cyclists. We think future transport policy should encourage reduced use of the car, especially for local journeys; the infrastructure in our village must be improved accordingly. Furthermore, the schools and medical facilities in Backwell are already full, or very close to full. The NP anticipates one large scale development at Moor Lane; there are no other suitable sites in Backwell Parish.

With respect to Backwell and throughout North Somerset, we urge you to abide by the following principles:

  • Build houses on brown field sites wherever possible.
  • Build houses close to employment areas.
  • Do NOT build houses in the Green Belt, or outside Settlement Boundaries, or on good quality agricultural land.
  • Ensure suitable infrastructure precedes new development.
