All new development should be in-accordance with the National Planning Policy Framework (NPPF), specifically relevant for the Agency would be any development within flood plain. This should include evidence of Sequential Test acceptability, as well as an appropriate Flood Risk Assessment which addresses all flood concerns.

There is no mention of drainage or flood risk matters within the bulleted list of desirable criteria. We would wish to ensure that all development proposals are accompanied by a suitable flood risk assessment which demonstrates that the impact of the development has at least a neutral impact on flood risk and drainage at a local and a catchment scale.

The local authority proposes the changes to the policy to increase the scale of housing by 63% at WsM, however in the absence of a proper assessment of the success or otherwise of existing spatial objectives, eg the jobs-led-housing strategy at WsM, or the alternative spatial options to deliver the higher housing figures, together with an updated SEA, it is not possible to determine whether this policy is sound.
Therefore this is an objection to proposed policy CS 28.

Living in the infill village of Sandford, I am obviously relieved that the majority of this building will take place in Weston super Mare and Weston Villages, and but that this will be an employment-led strategy to reduce out-commuting.

CS28: Weston-Super-Mare and CS30: Weston Villages
3.5 As already stated there is considerable reliance on the ability of Weston to produce a high level of completions year on year without delay. Furthermore, there is no information or evidence to indicate the impact of an employment led development strategy or the potential impact of viability issues (as have already been mentioned).

We feel that with the addition of nearly 11k new homes, it is important that not only is appropriate and adequate school places provision is made in line with policy CS25, which will include the provision of new primary, secondary and special schools, but these new schools should be future-proofed as a matter of course, and foundations laid, or space left to enable those schools to grow.
