Until a clear strategy is established for the delivery of the housing requirement (expressed as a minimum) then the Council should set aside unjustified housing constraint policies such as Strategic Gaps.

The answer to this question really depends on whether developers cooperate in bringing forward land already within the 5 year land supply. The policy is unsound to the extent that there is no mechanism by which developers can be required to bring forward "difficult" (often brownfield) sites rather than their preferred (usually greenfield) options.

4.0 Conclusion
4.1 These written representations made in response to the Council's consultation paper seek to demonstrate that its intended approach to such matters is not properly reasoned or evidenced so as to lead to the conclusion that the changes required should amount to only updates to the dwelling numbers and distribution.
