It is noted that the Council do not propose to reword policy CS32. However, it is considered that the policy needs to be reworded to reflect the significant increase in housing that will need to be provided in the Service Villages as a result of the increased housing requirement as set out in Core Strategy Policy CS13. We note that there is no change to this policy however we would wish for the policy to be amended to require that Flood risk and drainage must be considered at a local and catchment scale by the planning authority, and any proposed development will need to be supported by a flood risk assessment which reflects this approach within its proposed surface water drainage strategy.

I support policy CS32 in its entirety.  Additional new housing must respect the character of service villages, and  not generate a demand for local services on a scale that cannot be met.

This presumably means that local authority see no particular issues with increasing the housing levels by 200 % in each circumstance. This absence of spatial planning, belies the planning crisis that currently inflicts these areas of the district. As a resident of Churchill Parish, I support CS32 for the protection it provides for Service Villages against speculative developments. Current planning applications do not meet the needs of the local population, only the greed of developers.

CS32 : Service Villages and CS33: Smaller Settlements and Countryside   3.7       NSC proposes that these policies remain unchanged, although it can be seen from CS14 that             additions to the new dwellings under each of 1056 and 667 respectively. These amount to    increases of 124% and 127% respectively, which are quite considerable in scale. 3.8       As already stated, there is no reasoning for these proposed changes that enable us to assess whether such proposals are appropriate
