  1. Plan-Making Progress

Whilst the Council’s wish to proceed with the Site Allocations Plan is laudable, delays to the Core Strategy which led to the splitting off of the allocations document from the Development Management Document still continue. Whilst the overall housing number is now adopted, the policies which will provide the context for the Site Allocations are the other remitted Core Strategy Policies, which are yet to be examined. Looking at the timing of that examination, now arranged for 21st-23rd June, it is clear that the necessary headline Core Strategy Policies will not be adopted. In the past the Council have continuously been over optimistic in their plan preparation timetables and we note that the relatively uncontroversial examination of the Development Management Policies took place on the 3rd and 4th November 2015 and the plan is still yet to be adopted.

Also there are a number of substantial objections to the Core Strategy remitted policies which challenge their soundness.

For all these reasons we consider the publication of the Sites and Policies Plan should not proceed at least until the final modifications and an Inspector’s Report on the Core Strategy remitted policies are concluded, which is unlikely to be in September 2016 as set out in the proposed programme on page 7 of the main document.
