Therefore in light of the identified requirement for a review of the settlement boundary for Parklands Village discussed above, we request that further assessment of the Strategic Gap between Parklands village and Locking is carried out to ensure that the housing requirement for Weston Villages can be met.

Therefore, we are proposing a mixed use approach to unlocking the Kenn Road site which will deliver the required major residential site that Clevedon desperately requires in order to meet the identified housing numbers and in turn delivering an appropriate level of employment floorspace that otherwise would not be viable.

We are concerned about the Council’s identified shortfall requirement. The identification of additional housing land in Clevedon would not only support the growth of the town,
it would also relieve smaller centres such as Yatton from current development pressures in terms of proposed allocations and applications which appear to be disproportionate to their size and role in comparison to Clevedon.

The total residential commitment identified in the District amounts to 21,114 homes, amounting to marginally more than the identified requirement of 20,895 (an extra 219 dwellings). This is not sufficient
to ensure a consistent 5 year housing land supply which we understand the Council is still not in a position to demonstrate.

propose that additional land West of Locking Parklands (former Moss land) is identified as an extension to the Weston Villages development boundary. The expansion will allow for the total site to deliver approximately 500 dwellings This would also deliver a substantial area of open space which could have ecological and amenity benefits and continue to provide a strategic gap between Parklands Village and Locking Village.

Weston Villages
We are concerned about the Council’s assumed delivery rates within the Weston Villages and therefore the assumed figure of 6,500 dwellings being proposed. Therefore the supply assumptions should be further examined in order to ensure that the shortfall
requirements identified within the Core Strategy are a robust starting point to proceed in order to ensure a sound approach to the preparation of the Site Allocations document.

We have consistently promoted the residential led opportunity for the site at Kenn Road, Clevedon through the relevant policy channels , we have not seen a robust rationale from the Council in order to justify the retention as an employment allocation nor have we seen any alternative major residential sites identified which will be required to deliver the required housing numbers and also deliver an element of employment provision.
