The level of allocations attributed to the settlement of Congresbury appears unbalanced. There are further opportunities to allocate additional sites at Congresbury. One would be the Strongvox site at Brinsea Road (site Ref: HE14227) as shown on the attached plan, which should be allocated.

The council is continuing an outdated approach to settlement boundaries, which results in an unnecessary constraint on development, so policy SA1 is contrary to the NPPF. A more flexible approach to development within some smaller yet sustainable settlements, like Congresbury etc. should be applied.

There is no consistency with the level of allocations made at a number of service villages. Congresbury, is a highly sustainable location for additional residential development with a wide range of services and facilities. It could easily accommodate additional growth over and above that currently allocated without any detrimental impact to the character, appearance and function of the settlement.
