Martyn Leisure recognises that a means of securing affordable housing is through the planning system. However, concern is raised over the wording of this policy in that it would appear that the viability of a development is not seen as being critical in the provision of housing, particularly in large and small settlements, where it aims to support the Core Strategy Vision.

Para. 3.62 confirms that a developer would be required to submit an economic analysis with a planning application to support the level of contribution suggested. The wording of the policy should be amended, deleting "The capacity of a site to deliver a level of affordable housing that can be supported financially will be determined by individual site viability analysis" and inserting "The requirement for a site to deliver any affordable housing or require commuted sum contributions will be determined by an individual site viability assessment."
