The HCA is committed to working the appropriate bodies to deliver the growth identified in the RSS in a sustainable, balanced and planned manner. Atlas, part of the HCA has been working with the Council and landowner to achieve a comprehensive approach to the extension. The HCA's two objectives are to ensure the urban extension delivers affordable
housing in a balanced and integrated manner, in parallel to delivering community and physical infrastructure in a phased manner. The second objective for the HCA of the urban extension is to realise the potential of South Bristol as a destination and tackle in a comprehensive manner the identified regeneration and deprivation issues associated with the
area.
We therefore have significant concerns with the Council's proposition not to allocate the urban extension, which is contrary to the approach of the RSS. The RSS has been tested through Examination, and also subject to confirmation from the GOSW that there is no need for the RSS to be approved before progress on Core Strategies can be made (21st December
2009 letter to LPAs). The HCA also seeks to ensure that North Somerset Council and Bristol City Council work together to address all the issues within South Bristol in a comprehensive and managed approach.
Whilst we understand that the Council is not promoting the urban extension at this stage for inclusion in the Core Strategy, we have reviewed the four extension options, which we understand are based on the Broadway Malyan study work. The HCA does not wish to commit to a particular option at this stage, however, we have a number of underlying
principles which we would expect to be incorporated within any future urban extension scheme:
- deliver affordable housing in a balanced and integrated manner, in parallel to delivering community and physical infrastructure in a phased manner;
- realise the potential of South Bristol as a destination, and tackle in a comprehensive manner the identified regeneration and deprivation issues associated with the area;
- integrate the new and existing communities;
- maximise the opportunity for sustainable transport opportunities.
