The creation and maintenance of green spaces within the District is an important element of a
sustainable community, and HCA is committed to ensuring that new development creates
places where people enjoy and want to live in. Important green spaces within the District
should therefore be retained and new development should factor in open space as part of
their proposals. However, the HCA recommends that a degree of flexibility is provided within
the policy to allow for the release of open space sites that provide no valuable role to the
community, where greater regeneration benefits would be forthcoming. This could either be
through a rationalised form on site providing a smaller, but higher quality open space
provision, or through the total release of the green space.
