The Council fully supports the Vision statements and offers the following comments on the priority objectives.

We are concerned that some priority objectives should be adopted as policy when no information is provided on the background details, in particular the infrastructure schemes and generalised reference to airport access improvements referred to in objective 1 and the unspecified major transport schemes in objective 9. These cannot be adopted as policy without some defined factual base. Similarly, we have concerns about the prospect of a declared priority objective to support apparent economic prosperity at Bristol International Airport (BIA). There is an argument that this could be considered prejudicial in relation to the essential need for unbiased consideration of airport planning applications. We suggest that it would be inappropriate to state such overt support as policy.

Although it is fundamental and unlikely to be revisited, it has to be noted and recognised that the RSS failed to provide any convincing argument for the housing forecasts, notwithstanding the fact that the number has been reduced here from 26,750 to 17,750, reflecting the deletion of the housing allocation for the SW Bristol urban extension.

Otherwise the priority objectives are supported. The Council notes and welcomes the reference to the Sustainable Community Strategy as a starting point and acknowledges its essential relationship with the Core Strategy.
