Policy CS16 relates to Affordable Housing and notes that affordable housing comprises social rented and intermediate housing provided to eligible households whose needs are not met by the market. On-site affordable housing provision will be sought to meet local needs on all residential developments of 15 dwellings or more (or on sites of 0.5 hectare or above). Within North Somerset the CS target is for the provision of affordable housing to be at least 155 dwellings per annum. To reflect identified needs this will be provided as 82% social rented housing and 18% intermediate housing. The 155 affordable houses per annum target is established by way of Local Area Agreement.
NSC approach of none delivery of Bristol SW SUE would result in the loss of 3,675 affordable houses within the plan period. This policy is unsustainable and damaging to the social well being those people who are in greatest need of such housing. Whilst the political will of NSC may wish to retain Green Belt it must give greater weight to properly meeting the needs of its wider community. The Bristol SW SUE policy must be instated into CS and the delivery of these fundamentally necessary homes encouraged by the full weight of local planning policy.
