We would recommend the following changes to the core strategy:
We would strongly suggest that the background retail and leisure study be updated at the earliest opportunity to ensure that the policies within the core strategy are based upon an up-to-date and sound evidence base.
Policy CS21 be updated to reflect the most recent guidance as set out in PPS4 and linked to this, that in the interim, before a new retail and leisure study is completed, it be confirmed in the supporting text to the policy that in assessing quantitative need for development, the errors we have identified in the Councils Retail and Leisure study will not prejudice the fair assessment of proposals.
Any planned provision of centres as part of the urban extensions should have particular regard to the recently published guidance in Policy EC3 of PPS4. In particular, that centres should form part of the network of centres to meet the needs of their catchments.
Furthermore, we consider that the terminology in respect of new centres forming part of the urban extensions should be clarified to reflect the definitions set out in Annex B of PPS4. As such centres should be referred to as district or local centres.
