Strongly support the spirit of this policy. HOWEVER, para 1 as it stands needs clarification as the phrase "residential development in association with employment opportunities" could be read (by interested parties) to mean that employment development WITHOUT residential development will NOT be permitted. To avoid such confusion - and to reinforce the policy of self containment - the wording should uneqivocally state
1.Employment development WITHOUT residential development WILL be allowed
2.Residential development of more than 15 units in urban areas or of any size elsewhere without employment development will have a presumptiopn of NOT being allowed
3.The estimated number of created jobs associated with the employment component of any such mixed developments MUST exceed the number of workers that are likely to be resident in the housing component.
