In para 3.179 on page 62, the problem of parked cars blocking pavements is covered. A mention is made 'often compounded by garages used for storage'. This implies that residents are to blame. However, if you look round the new developments in Portishead you will see that most garages are too narrow for other than the smallest cars. I would like to think that planning permission should be coupled to a minimum size of anything called a garage (otherwise it has to be called a storage area). Hence we should add 'or being built too small' after 'used for storage'
