The concept of safeguarding the existing network of Green Infrastructure, particularly with regards to developing "a network of green spaces, water bodies, paths and cycle ways in and around the urban areas", is supported by Cavanna Homes and the importance of securing a multi-functional, accessible network of green space as part of future development is recognised.

Alternatives to the spatial strategy of focussing development in Weston have not been adequately evaluated and the Policy has therefore not been justified. We believe a more dispersed spatial development strategy which includes housing allocations at market and coastal towns including Nailsea would be preferable. There is insufficient evidence as to the deliverability of housing trajectories set out in this policy and greater clarity is needed as to how the figures for have been arrived at.

Policy CS10 states that "Travel management policies and development proposals that encourage an improved and integrated transport network and allow for a wide choice of modes of transport as a means of access to jobs, homes, services and facilities will be encouraged and supported". The encouragement of development proposals in accessible locations with good access to services and facilities and opportunities for use of sustainable modes of transport is supported by Cavanna Homes.

Support Nailsea designation as a market town, however the need for housing in the market towns should be identified as a fourth objective. Policy CS31 should also refer to new residential sites and employment related development on sustainable Green Belt land. Reference to "smaller more affordable homes" should be removed. housing provision in para 4.88 should be increased, with corresponding employment increase to secure mixed use development beyond the existing settlement boundary.

The Green Belt boundaries should be reviewed as part of the Local Development Plan process to enable sustainable development opportunities to the north and east of the town to be realised. Land between the B3130 Clevedon and Bristol Roads, bounded by the land Yeo to the North and Nailsea urban area to the south should be excluded from the Green Belt and allocated for future housing and employment development. All non-Green Belt land is in unsustainable locations.

Should alternative options for the south west extension come forward which do not meet the 9,000 home requirements, the Council should search elsewhere for sustainable sites to meet future housing need to ensure consistency with overall RSS requirements. It is considered that land North of Nailsea would be a sustainable alternative location.

Cavanna Homes generally support the North Somerset Vision and particularly the recognition that "market towns will increasingly support their population and play less of a dormitory role". Cavanna Homes consider it important that the Vision sets out the basis for balanced growth within the district and does not overly focus on the development of Weston-super-Mare to the detriment of the market and coastal towns of Nailsea, Portishead and Clevedon.

Policy CS15 is welcomed as it is considered the policy meets the requirements of PPS3 (paragraphs 20-24) and adequately promotes the provision of a mix of housing types whilst allowing some flexibility for development to reflect the demand and need for particular types of housing in specific locations.

Support the assertion that new residential development should be delivered alongside employment opportunities. However, there is scope to make specific reference to the role of mixed-use schemes in delivering this. Opportunities exist to develop sites on the edge of urban areas for employment and mixed use development which would help secure future sustainable alignment between jobs and economically active population across towns and villages. Sustainability appraisal should investigate this.

The targets for housing in policy CS28 are inconsistant with the trajectory set out in table 3.2.11. without explanation as to why. Concern at the councils approach of allowing overprovision in Weston rather than meet the 5,700 additional houses throughout the rest of the district. The option of dispersing growth around the district has not been adequately tested.
