NGPHL conditionally objects subject to the reference in the policy to "employment-led strategy" being changed to "a balanced employment and housing-led strategy". NGPHL also objects to the currently stated requirement under criteria 1) of the policy for large residential sites to provide on-site employment opportunities without exception, because this fails to properly take into account the viability influences of doing so on development. Suggests rewording of the policy.

  • Comment ID: 1019489/CSCD/12

NGHPL objects to the proposed standard tariff system for extracting financial contributions to infrastructure being applied without exception, because this could potentially undermine the ability of constrained sites to regenerate for a viable and beneficial use. NGPHL supports the clear and explicit recognition within the proposed policy that viability will be a material planning consideration influencing the provision of affordable housing on constrained sites and particularly contaminated sites carrying substantial remediation costs.
