This policy is conditionally supported. We are pleased to see that the important role of local councils in shaping and supporting growth is recognised, para 6.22, although we have reservations about the prospect of a non-statutory delivery vehicle (LDV), especially if provided with delegated powers outside the statutory process of local government. Our preference is for the alternative suggested under para 6.21.
