We are concerned that there may be a 'doubling up' of contributions requirements. It is not clear from the Core Strategy how the proposal for a standard contribution relates to CIL, or how the requirement for contributions might alter if CIL comes into force. This needs to be made clearer, and contingencies proposed if CIL does not come into force as anticipated.

Reference to 'delivery will be expected to minimise the cost to the public purse' should be deleted.Paragraph B19,of Circ 05/05 however, states that as a general rule where an asset is intended for wider public use, the costs of subsequent maintenance should normally be borne by the body or authority in which the asset is to be vested.
