Core Strategy - Consultation Draft Chapter 4: Area Policies CS28: Weston-super-Mare CS28: Weston-super-Mare

The proposed allocations for 12000 new dwellings and about 10000 jobs centred on Weston-Super-Mare are supported. It is imperative that there must be a very strong emphasis on a comprehensive and co-ordinated approach for the planning and implementation of the proposed development and the infrastructure and associated facilities required.

The Agency has commissioned a modelling exercise to assess for the future impacts on Junction 21. What modelling has the Council undertaken to identify the impact of development as proposed by the Core Strategy, and more specifically the impact of the Core Strategy upon Junction 21? Would welcome opportunity to review any modelling that has or will be undertaken.

The targets for housing in policy CS28 are inconsistant with the trajectory set out in table 3.2.11. without explanation as to why. Concern at the councils approach of allowing overprovision in Weston rather than meet the 5,700 additional houses throughout the rest of the district. The option of dispersing growth around the district has not been adequately tested.

Supports no strategic development east of M5. Seeks priority for previously developed land in sustainable locations. Supports employment-led development and detailed considerations to achieve balance but figures - 12,000 dwellings and 10,000 jobs - at odds with 1.5 B use class jobs per dwelling plus non-B jobs. Supports on-site employment for schemes above 10 dwellings. Seeks definitions of 'employment development' and 'off-site contributions towards employment generating initiatives'.

St Modwen supports allocation of 9,000 dwellings in the Weston Urban Extension. The priority to development of previously developed land is also welcomed. Whilst we support the regeneration of central sites in Weston for a mix of uses, we would wish to see due consideration given to the impact from these major central sites on the wider Regeneration Area, and also existing employment areas.

Kilmartin Weston Limited supports the regeneration of central sites in Weston for a mix of uses. We would like to see recognition at paragraph 4.7 that 'on-site employment provision' is not necessarily restricted to Use Class B operations. The jobs generated by the redevelopment of Dolphin Square should render any further contributions towards economic development unnecessary, similar schemes that include a mix of appropriate uses should also be afforded this exemption.

The aspirational policies for Weston Super Mare make it more self contained and attractive to the better off is to be welcomed. A clear mechanism needs to be established and tested so that housing follows jobs and not housing with no jobs to follow.

Support Weston-super-Mare but need to address public transport regeneration, Town Centre and Gateway sites. Would like to see public transport bus interchanges delivered and improved at Weston General Station and not just Taxi interchange as shown in the North Somerset Core Strategy and Development Framework.
