1.C12 1st para 3rd sentence unclear meaning, should be deleted. All CS12 requirements should be subject to viability considerations and wording amended accordingly. 2. Under "Masterplanning" 1st sentence is isolated,without reasoned justification and should be deleted. 3. Re ref to intent to produce LDD, we reserve right to make objections when details made available, if necessary. 4. Requirement for residential to achieve Building for Life Gold is unreasonable, unless viability consid.

The third sentence of the first paragraph should be deleted. In respect of the sub-heading of "Masterplanning" the first sentence is an isolated statement without reasoned justification and should be deleted.The general requirements for residential development to achieve the Building for Life Gold standard is considered to be unreasonable unless it is subject to consideration of the broader viability of such development.

We support the principle of pre-application engagement and the submission of sustainability and design statements. Pre-application discussions with the Council are an important way for developers to discuss proposed developments and their design rationale.

Tthe third sentence of the first paragraph meaning is unclear and it should be deleted. All the requirements of this policy should be subject to viability considerations and the wording amended accordingly. Reference is made to the fact that other LDDs etc will be produced to give further details. In the absence of such detail at this stage the right must be reserved to make further objections if considered appropriate at the time that such detail does become available.

KWL supports the objective of this policy and agrees that where possible development should seek to deliver a high quality of design, however the appropriateness of a design should be considered on a site by site basis taking into account the surrounding context of the site and financial viability considerations.
