VIS 1: North Somerset Vision - this needs to acknowledge the relationship with Bristol as the region's Core City, and be explicit that new development areas include urban extensions

VIS1 should follow more closely guidance within Policy EC6 which, in supporting rural economic development, advises that at local service centres new development including housing can be provided on the edge of settlements. Settlement boundaries should be reviewed and redrawn to reflect this. This Vision should state that "The service villages will cater for existing and future needs with their character and that of the open countryside protected from intrusive development".

The overall vision for North Somerset (VIS1) states a commitment to responding to climate change and achieving high quality design. We support this as an overall vision, but this vision must be supported by clear and appropriate strategies elsewhere within the Core Strategy document.

Supports overall vision, particularly Weston being established as a major economic centre south of Bristol catering for the employment, social and leisure needs of its population whilst attracting visitors to support this role. Also supports reducing the dormitory role of market towns, provided that growth is balanced and commensurate to their scale and will not lead to in-commuting by car. Wishes to see further reference to promoting sustainable transport objectives within the overall Vision.

Fully support the focus on Weston-super-Mare, market towns and service villages with any development related to local needs - not more commuting.

Cavanna Homes generally support the North Somerset Vision and particularly the recognition that "market towns will increasingly support their population and play less of a dormitory role". Cavanna Homes consider it important that the Vision sets out the basis for balanced growth within the district and does not overly focus on the development of Weston-super-Mare to the detriment of the market and coastal towns of Nailsea, Portishead and Clevedon.

Bristol International Airport Clear documented evidence must be provided of the advantages of economic growth directly attributed to the expansion of BIA and the disadvantages if all the necessary infrastructure is not in place. Greater importance should be given to climate change considerations.

We therefore object to the emphasis on development in Weston-super-Mare in Policy VIS1. We support the vision for market towns, such as Nailsea, increasingly playing a less dormitory role than at present. The town therefore provides a sustainable alternative to urban extensions in the Green Belt.

We are generally supportive of the vision set out in the consultation draft, but consider that direct reference should be made to improving affordability in the housing market. This is particularly an issue in the settlements outside of Weston-super-Mare and should be referred to in the vision.

The vision for the whole District falls into the trap of setting economic growth as the main driver with the opening statement that 'North Somerset will be a more prosperous District'.. A drive for economic growth above all else is ultimately unsustainable and the local authority needs to be braver and more flexible in the way they measure the 'health' of the District.
