PHSV support the proposed modifications to the first bullet point, in particular the substitution 'will' for 'should' and the deletion of 'B use class jobs' and the addition of '1.5 jobs'. However, other parts of the policy and the supporting paragraphs need to be similarly modified in order to provide consistency. CS30 (Weston Villages) The wording of CS30 implies that an SPD will be prepared although this ignores the fact that an SPD was adopted in 2012 based on the previous, much lower housing requirement. As circumstances have changed significantly Policy CS30 should commit to this document being updated. To reflect the minimum dwelling numbers set out within CS14 and ensure consistency with the proposed employment requirement of Policy CS30 the housing target should be preceded by the word 'atleast'

The same comments apply as those relating to CC-MM04 in terms of introducing flexibility to allow for sustainable development opportunities outside the Weston Villages, but well related to them, to come forward without conflicting with the Core Strategy. Moreover, in the discussion at the Examination relating to Issue 5, the Inspector accepted that there was no requirement to consider modifications to Policy CS19 (Strategic Gaps) since the Core Strategy did not intend to establish Strategic Gap

We are pleased to see that development in the proposed Weston Villages will be employment led and that the two communities are to be environmentally sustainable. There is an anomaly in the policy wording and support text in the various references to a 'Junction 21 relief road or alternative'. This is referred to in para 4.60 under Highways/Transportation, although if the proposed new 'villages' are to be truly sustainable then it is difficult to see how this could be 'essential infrastructure'

It is noted that the generation of traffic making movements between the Weston Villages and the A38 is not recognised in CS 30. The need for transport infrastructure improvements to the existing inadequate network within CS 30 is requested by the Churchill Parish Council. This requirement is seen as essential to cope with the work, service & leisure demands from these developments.

I support the protection of existing trees and hedges. Replacement hedges can never have the same wildlife value and historic ones.
