Health Impact Assessments should not be required as part of the planning application stage, adding to the already significant front-end loading (and costs) of information sought by local planning authorities. There should also be a clear definition as to what these will comprise.
The requirement in point 2) of the proposed policy must be subject to the viability considerations of the proposed development.
