The HCA wishes to ensure that sites outside identified flood risk areas (such as Locking Parklands) are not unduly burdened by requirements to fund mitigation measures for sites that do fall within zones 2 and 3. The HCA also recommends further recognition within the policy to allow development in flood risk areas to be considered (subject to any required assessment and mitigation measures) where essential for regeneration, or where necessary to meet the development requirements of the RSS.

The HCA welcomes the priority to be given to previously developed land, as well as the flexibility in residential densities where conditions allow. The HCA also recommends that reference is given to new initiatives, such as Home Buy Direct scheme which is being delivered at Locking Parklands.

expects this to be considered on a case by case basis, especially where on-site education

therefore welcomes the recognition for permitting affordable housing in these locations.

The HCA accepts that it is unlikely that all development identified for North Somerset over the
next 20 years will be able to be realistically delivered on previously developed sites, therefore
it is accepted that there may be a need for Greenfield sites to come forward for consideration.

Reference to the creation of balanced and mixed communities is welcomed. The HCA
particularly supports the target of reducing an existing proliferation of one housing type within an area. Reference should also be made within the policy text to seek to stabilise housing affordability, and to meet the needs of a growing and changing population. A further consideration could be the recognition that new homes will be adaptable, and of a type, design and size, fit to meet future needs.

The HCA's two objectives are to ensure the urban extension delivers affordable housing in a balanced and integrated manner, in parallel to delivering community and physical infrastructure in a phased manner. The second objective for the HCA of the urban extension is to realise the potential of South Bristol as a destination and tackle in a comprehensive manner the identified regeneration and deprivation issues associated with the area.

The HCA has major concerns with the Council's proposition to remove the proposed South
Bristol urban extension from the Core Strategy, resulting in a 9,000 dwelling shortfall from
RSS requirements.
