The document is a draft Supplementary Planning Document (SPD). It builds upon and provides more detailed advice and guidance on the policies contained in the Local Plan. As such, it will  be used in conjunction with the other policy and guidance documents contained in North Somerset Council’s planning policy framework available to view on the council’s website. Once adopted by the council this document will become a material consideration in planning decisions but is not part of the development plan. The Design Guide will present guidance on best practice shop front design and conversion of retail units to residential use. It will provide business owners and developers clear guidance that can be used to inform planning applications and design standards.

Executive Member Decision to formally consult on the Draft Supplementary Planning Document  was confirmed on 20 June 2019.

The Document is now open for public consultation. Consultation will run until 17:00 on 12 August 2019.

The responses to the consultation will be assessed, a consultation statement prepared, and amendments proposed to the SPD as appropriate.

The final draft including the consultation statement will be considered for adoption as a Supplementary Planning Document by Full Council on 24 September 2019.

This document sets out the principles to be followed when designing shopfronts or converting retail premises into residential or other forms of accommodation.

Context for this consultation The Guide covers all of North Somerset, the driving force for it stems from regeneration work that is being undertaken in Weston-super-Mare. This work helps deliver on priorities identified in the Adopted Supplementary Planning Document for Weston Town Centre (February 2017). It is recognised that developing a North Somerset wide policy will support quality design across the authority area.

In December 2018 North Somerset Council adopted Weston as a Conservation Area. Weston has been granted Heritage Action Zone status and as part of that status funding has been secured from Historic England to develop a Shop Front Design Guide. The Guide will provide policy to support a Shop Front enhancement grants scheme for Weston-super-Mare, to be launched September 2019.
