Schedule 1 defines Phase 4 of Dolphin Square for proposed mixed use development. This also includes the Former Sands site, which fronts the Sea Front along Beach Road. The HCA strongly supports the allocation of this site to allow for redevelopment at Dolphin Square to continue, together with the allocation of the site for 220 dwellings. As indicated in the text for the allocation, the design of the development should integrate with the existing planned development of Phase 3, which is under construction. We note the requirement for a pedestrian link between Carton St Car Park and Oxford St.

This will improve connectivity within the town centre and is welcomed.

Considers that this site is a key development opportunity, on brownfield land within a sustainable location, to provide dwellings under the government’s Starter Homes initiative. We therefore recommend that the details of the allocation are amended as follows to ensure that Starter Homes could come forward on the site if required once the Planning and Housing Bill gains Royal Ascent:

“New allocation Phase 4 of the redevelopment scheme Allocated for residential and mixed use, with 50% of the homes provided as Starter Homes, subject to viability. Starter Homes are to be offered to eligible purchasers under 40 years of age at a discount of 20% to open market value

  • Includes land/buildings fronting Sea Front
  • Pedestrian link required between Carton St Car Park and Oxford St
  • Development to have regard to and relate well to Phase 3 development (leisure)”
