Having looked at the site from an ordinary watercourse, surface water and ground water flooding point of view we have the following comments:
Drainage Category 1 - Easily drained and sustainable drainage could be implemented easily
Reason – 30% reduction in runoff required

Recommend that the details of the allocation are amended as follows to ensure that Starter Homes could come forward:
Allocated for residential and mixed use, with 50% of the homes provided as Starter Homes, subject to viability. Starter Homes are to be offered to eligible purchasers under 40 years of age at a discount of 20% to open market value. Includes land/buildings fronting Sea Front. Pedestrian link required between Carlton St Car Park and Oxford St.
