The total residential commitment identified in the District amounts to 21,114 homes, amounting to marginally more than the identified requirement of 20,895 (an extra 219 dwellings). This is not sufficient
to ensure a consistent 5 year housing land supply which we understand the Council is still not in a position to demonstrate.

The Consultation Draft of the Site Allocations Plan is premature as it is based upon the LPA’s proposed changes to the remitted policies of the Core Strategy. These changes have not yet been though examination and subject to a significant level of objection, primarily on the basis that they are not ‘justified’, one of the four tests of soundness set out in the National Planning Policy Framework (NPPF).

We still believe that numbers are excessive. The greenfield sites proposed in this allocation plan, along with a number of those already given permission will damage our landscape, increase congestion and put pressure on services.
CPRE is currently making the case nationally for a different approach, requiring a ‘housing delivery test’ to be focused on developers and requiring targets for house building to be based on a realistic assessment of what LAs are able to deliver over plan period.

Do not start early review of Green Belt, but review current policy CS17 to allow for 'Rural exception' sites adjacent to settlement boundaries in Green Belt to cater for local need only.
