All new development must be in accordance with the National Planning Policy Framework (NPPF), and the Water Framework Directive (WFD). This details flood risk, permitted development and advice on managing flood risk. It should also be influenced by the latest guidance on UKCP Climate Predictions and documents such as the Strategic Flood Risk Assessment Level 1.

The Sequential Test principles should be followed with development being directed to low flood risk in the first instance. The Local Authority should also ensure that developers follow the principles set out in the Strategic Flood Risk Assessment Level 2 for new development. This is to avoid high flood risk areas.

New development should be encouraged to create green / blue infrastructure and maintain habitats, for example creating wildlife corridors or green space, tree planting etc.) and advocating the use of green roofs. Developers should be encouraged to ensure new development is energy / carbon neutral in the future.

Encourage re-use of brownfield land.
