As mentiond in our comments under LP2, we do not think it is enough for developers to make "contributions" towards infrastructure. They need to be closely involved in the settlement they are creating and should be under responsibility to make sure this will develop into a community and not just a cluster of houses.

that GI is explicitly recognised as being essential infrastructure and its potential to provide strategic
solutions for wide ranging issues such as flood risk, drought, and health. The North Somerset GI
Strategy proposes Natural capital as a way of valuing nature and the ecosystem services it
provides, which could help to strengthen

The policy should be reworded to reflect specifically the mechanism by which planning obligations under S106 will be reasonably sought, and the use of CIL.
Recommendation
A draft Charging Schedule, informed through consultation, should be prepared.

This is an admirable Policy which CPC supports. It makes the following comments:
5.23.1. The information about S106 and CIL contributions needs to be much more open and transparent. Assuming this policy is similar to the existing policy, CPC would like it to make very clear what S106 and CIL contributions have been spent on in terms of local infrastructure and what will be spent locally when accommodating the extra housing allocated to our villages.

We note that the IDP is in draft at this stage and that a funding strategy will be developed. The IDP needs to be informed by the next stages of the Transport Assessment. National Highways would welcome involvement in the development of the funding strategy.
