I wonder if there's some misunderstanding about the Green Belt Inset as this is a relatively small area limited to the north side of the airport. It includes the Terminal, airport operating facilities and some car parking. It is already fully developed, apart from very small pieces of land in the NE corner and at the western end of the inset. BA does have plans to make changes here, including building a multi-storey car park, although one was supposed to have been built as a planning condition s

BGPC is concerned that the wording of this policy perpetuates the monopoly of parking for private cars at the airport, reinforcing the importance of parking as a main source of Airport revenue. As currently drafted, there appears to be some ambiguity in respect of whether the policy applies to car parking at the Bristol Airport site but also within the Green Belt. We have already seen great relaxation of Green Belt parking through the release of Green Belt land to support the inappropriate expansion of the need for visitors to park their cars whilst using the airport to travel elsewhere. Comments from Cleeve Parish Council (CPC) are given below on Airport related Car Parking, Policy DP 19 for the North Somerset Local Plan 2028 Preferred Options March 2022:
CPC request that other park-and-ride schemes are considered and that the priority shown in Policy DP19 is removed for further car parking in the Bristol Airport green belt inset. Any further use of green belt land at the Airport will be viewed from the Mendip Hills, an AONB,and impact on the Greater and Lesser Horseshoe Bats.

We would question whether the restrictions proposed are robust enough to overcome a repetition of what has happened before. The conditions are too easily challenged by use of the phrase 'very exceptional circumstances'. The robust application of the Airport Surface Access Strategy is vital in containing the avid demand and subsequent permissions which have hitherto allowed the acquisition of Green Belt land for car parking by the airport. This has to cease.
