Whilst we support the general aspiration of this draft policy, we consider it important to ensure consistency with draft policy SP8 which seeks to direct over 1,500 dwellings to villages and rural areas to meet localised housing needs. Congresbury Parish Council supports the policies given in SP10. We expect a strategic plan for supporting the increase in electric vehicles, as current provision is poor. We would expect further detailed plans on increasing the use of public transport to connect villages before they grow with new proposed developments.

Active transport should be given clear priority over the private car, and not put in as an afterthought. Where parking is planned, priority should be given to vehicles for disabled peopled along with all modes of active transport.
