Whilst we support the general aspiration of this draft policy, we consider it important to ensure consistency with draft policy SP8 which seeks to direct over 1,500 dwellings to villages and rural areas to meet localised housing needs. We welcome the recognition that villages and rural areas need new houses; yet they will have a relatively greater reliance on the car as a main mode of transport by virtue of their location. Any new roads, Metrobus and transport improvements must consider the impacts of flood risk, including climate change and not increase flood risk elsewhere. Schemes should avoid fluvial floodplain and ensure floodplain connectivity is maintained.
Where new transport links cross over or are close to main river watercourses, proposed

Congresbury Parish Council | 29 Apr 2022 | North Somerset Local Plan Preferred Options: Consultation Draft March 2022 3. Strategic Policies SP10: Transport SP10: Transport
Congresbury Parish Council supports the policies given in SP10. We expect a strategic plan for supporting the increase in electric vehicles, as current provision is poor. We would expect further detailed plans on increasing the use of public transport to connect villages before they grow with new proposed developments.

Active transport should be given clear priority over the private car, and not put in as an afterthought. Where parking is planned, priority should be given to vehicles for disabled peopled along with all modes of active transport.

The existing road to Bristol and Weston A370 is already congested with increased traffic from the housing developments along its length. No firm funding for any expensive and controversial new roads are given.

We consider that the proposal for a Mass Transit route to encourage the greater use of public transport for travel between Bristol City Centre and the Airport should be included within this Strategic Policy.

Barratt Homes support this policy approach given that transport accounts for approximately one third of carbon emissions in the United Kingdom. Development locations such as Colliters Way which are capable of providing residents with attractive sustainable travel opportunities we can support the drive to make a subst
